Monitoring the Marrakech Process
FIRST DISCUSSION DRAFT OF 10YFP PAPER OUT
September 22 , 2008. The first draft of the UNEP/UNDESA discussion paper, "Proposed input to CSD on a 10 year framework of programmes on sustainable consumption and production" is now available for public review and comment between now and December. In addition, a draft "background document to the draft 10YFP" is also available for comment. These are to be posted on the UN Marrakech Process website. Those interested in sharing and exchanging their opinions and comments on this topic as well as the papers should visit the Marrakech NGO Forum blog and website.
MARRAKECH NGO FORUM WEBSITE LAUNCHED
Jan. 2008: As part of the follow-up to the NGO Forum held in Sweden, NGO participants independently launched a new Marrakech NGO Forum website about the Marrakech Process, as part of efforts to help establish an open consultation process, especially aimed at engaging dialgoue within civil society on the potentials of the process and its 10 Year Framework outcome. In addition, a Marrakech NGO Forum blog was also created to allow for more direct comments and exchange.
3RD
INTERNATIONAL EXPERTS MEETING ON THE 10-YEAR FRAMEWORK
June 26-29, 2007.
Stockholm. Coodinated by UNEP and UNDESA, the third international
gathering of experts known as "the marrakech process" met to
review progress and discuss plans in developing the "10-year framework
of programmes in support of regional and national initiatives to accelerate
the shift towards sustainable consumption and production. Information
on the agenda and papers for the meeting and other details can be found
on the UN Marrakech Process website. The NGO Forum was held the morning
of Tuesday, June 26. Reports on these activiteis are forthcoming.

2ND
INTERNATIONAL EXPERT MEETING ON SCP
Sep. 5-8,
2005: The 2nd International Expert meeting on Sustainable Consumption
and Production, part of the Marrakech process, was held in Costa Rica
on September 5 - 8 2005. Some highlights of the meeting include the setting
up of several taskforces to aid implementation, and the inclusion of global
development assistance agencies as stakeholders in the process to help
in obtaining funding for SCP projects.

THIRD
REGIONAL EXPERT MEETING IN NICARAGUA
Aug. 2005:
The Third meeting of government experts on Sustainable Production and
Consumption in latin America and teh Caribbean, including a capacity building
workshop on trade and environment, was held in Nicaragua on August 3 -5
2005. Details are available here.
TOWARDS
A NORTH AMERICAN SPAC FRAMEWORK
May. 2005: Integrative
Strategies Forum and the North American Sustainable Consumption Alliance
hosted a regional multi-stakeholder workshop in Washington DC from May
31 - June 1 2005 to discuss and report on what is happening in North America
to promote sustainable production and consumption. One objective of the
meeting was to develop a regional framework to improve cooperation and
effectiveness. Another function of this meeting was to provide citizen
input into the upcoming International Experts Meeting on SPAC in Costa
Rica in September 2005.

ABOUT MARRAKECH + 2
Apr. 2005:
During a side event at CSD-13, the government of Costa Rica announced
that the 2nd International Expert Meeting on Sustainable Consumption and
Production would take place at San Jose, Costa Rica from September 5 -
8 2005.
This meeting, which would be the two year follow-up from the first "Marrakech
meeting" has the following objectives, among others:
1. Review conclusions of the regional process and determine how the international
process can support the regional process
2. Improve the scope of the 10-year framework process
3. Establish international focal points for the exchange of information
4. Provide inputs to the CSD process

CONFERENCE IN NAIROBI
Feb. 2005: The
Second African Expert Meeting, held in Nairobi, Kenya, (17-18 February)
identified the priorities and concrete activities that have been and could
be carried out in the region in the area of water, energy, urban environment,
and renewable resource based industries.

Nov.

together to draft a position paper that was circulated during the European

AFRICAN
ROUNDTABLE REPORT RELEASED

2004: The report of the First African Expert Meeting on Sustainable Consumption
and Production has been released and is available here
. The objectives of the meeting, among others, were to consider a
regional framework for promoting sustainable consumption and production,
as contributing to poverty alleviation, economic development and environmental
protection. the meeting was also to contribute to an understanding of
how Africa would benefit from the Marrakech Process. The participants
organized themselves into four thematic working groups and two regional
working groups and prepared reports. The participants also agreed on a
Casablanca
Statement on Sustainable Consumption and Production which will be
submitted to the 10th regular session of the AMCEN.

ROUNDTABLE ON SUSTAINABLE CONSUMPTION AND PRODUCTION
May
2004:The third African roundtable on sustainable consumption and production
patterns ( ARSCP
- 3 ) was held in Casablanca, Morocco, between 17-20 May, 2004. Details

TOOLS FOR THE MARRAKECH PROCESS
Apr.
2004: DESA & UNEP have launched two internet based tools in support
of the Marrakech process. The first is a webpage
dedicated to the Marrakech process . The second is a Sustainable
Consumption and Production database which lists SPAC initiatives
throughout the world.
IMPLEMENTING
THE 10-YEAR FRAMEWORK
Mar.
2004: Meeting
basic needs of the poor, promoting resource efficiency in key industrial
sectors, and assisting the government in implementing policies in areas
such as water, energy and housing should be the focal areas for UNEP's
contribution to the 10 year framework on sustainable consumption and production.
This was the outcome of an informal advisory meeting of experts organized
by UNEP in Paris on March 2nd 2004.

REGIONAL
SPAC FORUM ESTABLISHED IN LATIN AMERICA
Nov.
2003: The Forum for Environmental Ministers in Latin America and the Caribbean
have established a Regional Council on Sustainable Consumption and Production
to develop a 10 year framework of programmes on sustainable consumption
and production for the region. This decision was taken in light of the
mandate given by the two regional expert meetings held in the region.

PACIFIC HOSTS 2ND SPAC MEETING
Nov.
2003: The second regional meeting
on sustainable consumption and production was held in Seoul, Korea on
November 6 - 7 2003. The meeting emphasized the need for a secretariat
or network that could assist national initiatives on sustainable consumption
and production.

REGIONAL SPAC MEETING IN LATIN AMERICA
Oct.
2003: Nicaragua hosted the 2nd government expert meeting in Latin America
and the Caribbean on sustainable consumption and production on Oct 15
- 16 2003. UNEP reports, " During the two-day meeting government experts
developed a regional strategy on sustainable consumption and production
by defining concrete actions and pilot projects."

EXPERT
MEETING CONCLUDED AT MARRAKECH
Jun. 2003: The "International Expert
Meeting on the 10 year Framework of Programmes on Sustainable Consumption
and Production" was held in Marrakech, Morocco between June 16th - 19th
2003. This meeting was organized by UN DESA (Department of Economic and
Social Affairs) and UNEP (United Nations Environment Program) in order
to "work towards the development of a 10 year framework in support of
national and regional initiatives to promote sustainable consumption and
production". Over 100 participants from 54 countries attended the meeting.
The meeting aimed at bringing
together experts from around the world in order to discuss various concerns
and issues related to sustainable consumption and production. The results
of the meeting were recorded as a "Summary of Discussion" which was to
reflect all the points of view that had been presented at the meeting.
The organizers emphasized through the meeting that the purpose was not
negotiation and compromise, but rather to secure a diversity of opinions.
The meeting considered the 10-year cycle of the CSD (Commission on Sustainable
Development). However, the aim of the meeting was to feed into the CSD
process and not to duplicate it.
UN
DESA had prepared a discussion
paper that had been distributed to the participants
before the meeting. The aim of the discussion paper was stimulate discussion,
and did not serve as recommendations on their part. DESA also prepared
background
paper titled "Survey of International Activities on
Consumption and Production Patterns" which was widely considered during
the working group deliberations.
Integrative
Strategies Forum has prepared a summary
of the meeting outcomes.

REGIONAL
EXPERT MEETINGS ON SUSTAINABLE
CONSUMPTION & PRODUCTION
May
2003: Regional Expert Meetings on Consumption and Production have been
organized by UNEP, the UN DESA and other participating governments and
international organizations in Argentina and Indonesia.
The Regional meeting for
Latin America and the Caribbean was held in Buenos Aires,
Argentina between 23rd and 25th April 2003. The meeting aimed to construct
a regional platform on SPAC. The meeting recommended the internalization
of environmental costs, elimination of destructive subsidies, promotion
of green products and services, information and education, harmonization
and strengthening of national regulatory frameworks on sustainable consumption
and production, adoption of Corporate Social Responsibility Codes, promotion
of investment in infrastructure and transfer of technologies, co-operation
between government, the private sector and civil society, creating a national
system of strategic environmental evaluation, and green public procurement.
It called for the formation of a regional council of experts on SPAC,
a follow up meeting in October 2003 in Nicaragua, and the presentation
of the results of this meeting at the 14th Forum of Environmental Ministers.
The regional Expert Meeting
for Asia and the Pacific was held in Yogyakarta, Indonesia,
between 21st and 23rd May 2003. The meeting called for enhancing the role
of developing countries, increasing coherence and integration in both
day to day work as well as long term strategies, involving stakeholders
through the process, enforcing environmental laws and regulations, implementing
the UN Guidelines on Consumer Protection, businesses adopting self assessment
mechanisms, SMEs adopting sustainable consumption and production practices,
among other recommendations. The meeting also called upon UNEP to explore
the possibility of establishing an International Declaration on sustainable
consumption and production.
